President Bush lays a wreath at the Tomb of the Unknowns today before speaking at Arlington National Cemetery. Sen. Kerry is in Portsmouth, Va., to walk in the annual Memorial Day and remembrance parade.

Tomorrow President Bush speaks at the first White House National Conference on faith-based initiatives before flying to Denver for a Republican National Committee fundraiser. Sen. Kerry speaks about terrorism and weapons of mass destruction at the port of Palm Beach, Fla. Vice President Cheney, meanwhile, speaks about the war on terror and criticizes Sen. Kerry's stance on the Patriot Act in a speech in Kansas City. The weekly gas prices report is also released.

On Wednesday President Bush gives the second of his weekly major speeches on the Iraq transition during the Air Force Academy commencement. Sen. Kerry holds a conversation with public health officials and first responders in Tampa, Fla., as part of his 11-day focus on national security.

On Thursday President Bush meets with the Austrian Prime Minister at the White House while Sen. Kerry travels to Independence, Mo. to speak about his plan to refocus the military on counter-terrorism.

On Friday President Bush heads to Rome to begin his weekend in Europe. He meets first with Italian leaders and the Pope, then flies to France for meetings and the Sunday celebration of the 60th anniversary of D-Day in Normandy. Sen. Kerry meanwhile launches "Veterans for Kerry" during a speech in Minneapolis on Friday and then completes his national security focus on Sunday with a speech about "service and strength" during the Bedford High School Commencement in Toledo, Ohio. The monthly jobs report is released on Friday.

The must-reads:

If you read only one story about the presidential race today, check out the front page of the Washington Post, where Dana Milbank and Jim VandeHei take a hard look at the negative attacks between the Bush and Kerry campaigns and conclude that "Bush has outdone Kerry in the number of untruths." LINK

Note particularly the quote by former Dole campaign manager Scott Reed: "'The Bush campaign is faced with the hard, true fact that they have to keep their boot on his neck and define him on their terms,' Reed said. That might risk alienating some moderate voters or depressing turnout, 'but they don't have a choice,' he said."

It's not as though the unprecedented negativity of this campaign has gone unnoticed by anyone, or that no one knows that when challenged on specific charges against Kerry that the good folks at BC04 often refuse to answer outright. And it's not that the Kerry camp hasn't picked and chosen its own distortions to promote. But this is a far cry from the "pox on both their houses"stories that define most political journalism, including last week's Rutenberg missive in the New York Times that expressed shock, shock, that negativity was going on but resisted drawing any judgments. The New York Times' Carl Hulse reports on the agitation among members of Congress -- and not just Democrats -- for more aggressive oversight of the Bush Administration's handling of Iraq, from allegations of prisoner abuse to the way the Administration is spending money earmarked for the war on terror. Bob Novak writes that the U.S. is lost in Afghanistan, with frustration over the hunt for Osama bin Laden, the Afghan political leadership, and the limited resources pervasive among both military leaders and rank and file. LINK

The Los Angeles Times' Ron Brownstein cautions both the media and those in politics not to let Iraq and terrorism overshadow domestic issues such as health care -- consistently cited by voters as one of the key issues they care about. LINK

In the sort of story that gets written every year (not to mention last week) about every incumbent president, the AP's Scott Lindlaw reports that President Bush often bills his travel to taxpayers by declaring the trip "official" rather than "political" travel. Lindlaw gets almost Milbankian in Noting the tally of the information the White House does not provide about such trips. LINK

Veteran's advocacy group Rolling Thunder has endorsed Bush over Kerry. Bush greeted the leadership of Rolling Thunder at the White House on Sunday, following that with a call to a large Rolling Thunder rally. Through a spokesman, the Kerry camp charged that Bush's proposed budget would hurt veterans. LINK

The Democratic National Committee is releasing an Internet ad today, continuing to beat the drum (literally) on the proposed cuts, among them to services for veterans, outlined in a Bush Administration memo.

David Lightman of the Hartford Courant looks at how high gas prices fuel the perception that the economy isn't doing as well as it could be, remind voters of a promised but undelivered benefit of the Iraq war, and look like another thing affecting Americans that the President cannot control. LINK

Per the AP, Bush leads Kerry in the key state of Ohio in a three-way matchup that includes Nader, according to a Mason-Dixon Poll for the Cleveland Plain Dealer. Bush scored 47 percent among survey respondents to Kerry's 41 percent and Nader's 3 percent. Ohio voters called the economy their top issue, and about half said they disapproved of the way Bush is handling it. LINK

Mark Naymik of the Cleveland Plain Dealer wrote up the poll yesterday. LINK

Bill Salisbury of the St. Paul Pioneer Press reports on another Mason-Dixon poll, which shows Kerry with 44 percent in Minnesota to Bush's 41 percent -- within the survey's 4-point margin of error. LINK

Sure the conventions are predictable and everyone knows in advance what the "news" will be, but so what, argues the Washington Post's Howard Kurtz. The media cover scheduled news events all the time, and Howie quotes Vanity Fair columnist Michael Wolff who sagely Notes that covering a convention is principally "a shared identity event" for political reporters which has "nothing to do with news and everything to do with who you want to be." The New York Times' Leslie Wayne profiles billionaire George Soros, who has gone from playing no prior role in partisan politics to giving $15.8 million to anti-Bush groups. LINK

The New Voters Project launches its XStreet voter registration drive on Tuesday. Offices will open in 13 cities with a dozen staffers at each office working between now and the fall to register young people at coffee shops, movie theatres, parks, malls, concerts, and other such places that the youngsters enjoy. The cities opening offices on Tuesday are Denver, Boulder, Des Moines, Iowa City, Las Vegas, Albuquerque, Portland, Eugene (Ore.), Milwaukee, Green Bay, and Madison (Wis.). Offices in Colorado Springs and Las Cruces, N.M., will open shortly.

We start with the mustest-must-read: David Sanger from the New York Times' Week in Review on how the slipping of the Bush White House's iron-clad message discipline has resulted in internal strife that a senior member of the national security staff sneered "'makes us sound like Democrats.'" LINK

"Maybe this is the natural wear and tear of an administration well into its fourth year, having survived the stresses of an economic downturn, a terror attack and two wars. Many think it is a casualty of Iraq: When the occupation turned south, the backbiting and second-guessing were inevitable."

The Washington Post's Glenn Kessler on Sunday wrote about his interview with John Kerry, in which the presumptive Democratic nominee continued his foreign policy blitz and criticized the Bush Administration for having an "'Iraq-centric preoccupation'" that overshadowed other foreign policy issues, such as nuclear buildup in North Korea. Kerry said "he would play down the promotion of democracy as a leading goal in dealing with Pakistan, Saudi Arabia, Egypt, China and Russia," and would not set a date for the withdrawal of U.S. forces from Iraq. The New York Times' David Sanger and Jodi Wilgoren on Sunday also wrote up Kerry's Friday interview on foreign policy, during which he called President Bush's focus on Iraq "almost myopic" and said it made Americans less safe. The duo Note Kerry's focus on North Korea, Iran and nuclear materials in the former Soviet Union, which he said poses a more direct threat to U.S. security. LINK

On Sunday, the Washington Post's Robin Wright looked at the "Poo-bahs," a.k.a. the Kerry foreign policy team. LINK

Newsweek's Howard Fineman and Susannah Meadows explore the "sock puppet theory" of the Kerry campaign. "The election, in their view, doesn't turn on Kerry's legislative victories (in 20 years in the Senate, they are few) or on his grand new ideas (his foreign policy, judging from his advisers, would be a Clinton Restoration). Rather, his handlers think, the race is about being a minimally acceptable alternative and in the right position to capitalize on the president's weakness." LINK

President Bush, who in 2002 said of Saddam Hussein, "After all, this is the guy who tried to kill my dad," has the pistol of the former Iraqi leader mounted in his private study off the Oval Office, a White House spokesman confirms to ABC News the report by Time's Matt Cooper. Bush is said to be "proud of the performance and bravery of the troops in Iraq and was happy to receive it." The White House spokesman did not know when Bush was presented with the gun. LINK

The New York Times' Adam Nagourney wrote Saturday about how left-wing Democrats are muting their differences with their presumptive nominee, less as a sign that they're warming to him than a sign of how much they want to win back the White House. LINK

Nagourney Noted: "The unity, in no small part, is being encouraged by polls showing the race tied, as well as the intense dislike for Mr. Bush among many Democrats, making it much less likely that any Democrat is going to cast a symbolic protest vote, party officials said."

On Saturday, Maria La Ganga of the Los Angeles Times looked at the 2 million undecided voters that both campaigns are courting with a vengeance. LINK

Nick Anderson of the Los Angeles Times on Saturday wrote abut the Kerry ad buy for June that has the Massachusetts Senator spending a reported $750,000 to go on the air in Richmond, Roanoke, Norfolk, and the Washington, D.C. area. LINK

On Sunday, Glen Justice of the New York Times took a look at the Republican 527 groups working to play catchup to Democratic groups on fundraising and aggressively get in the game. LINK

The Washington Post's Tom Edsall on Sunday wrote that the Leadership Forum is walking a fine line by promoting its close ties to Republican lawmakers. LINK

Laurie Goodstein wrote in Sunday's New York Times about how some Catholics and evangelicals are banding together on issues like abortion, government support for religious schools and the traditional family -- i.e., opposition to gay marriage. LINK
